Brake fluid is hygroscopic: it absorbs water from the air through the hoses and reservoir. Water lowers the boiling point, and fluid that boils gives you a pedal that goes to the floor exactly when you needed it most. It should be changed every two years, and in this climate that is not optional.
This job is priced after inspection because the fault has to be found before it can be quoted. Attempting it blind means replacing parts in sequence until the symptom goes, and that is almost always the dearest route to a fix.
